What we do
Our Mission
PASCAL stands for Place and Social Capital and Lifelong learning, and acts as an international network for knowledge exchange and policy impact of civic and academic stakeholders alike, working and researching place-based educational inequalities and issues.
We fulfil a civic and lifelong learning mission of:

Promoting lifelong learning and community engagement

Bridging urban and rural education strategies

Supporting cross-sector collaboration
We do this by providing knowledge exchange spaces- such as webinars, in person and hybrid conferences, briefing paper series, research and educational partnership development, and fundings bids.
Place-based Partnerships
Our focus is on bottom-up, place-based partnerships that bring together academic and civic stakeholders - such as universities, lifelong learning centres, local governments, and community organizations.
Our work supports engagement across:
- Civic and political participation
- Urban development
- Sociological and psychological inclusion
These efforts are aligned with key Sustainable Development Goals (SDGs):
- SDG 4 – Quality Education
- SDG 10 – Reduced Inequalities
- SDG 11 – Sustainable Cities and Communities
We work closely with UNESCO Institute for Lifelong Learning (UIL), drawing on their global frameworks - including Learning Cities, Lifewide Literacies, and Education for Sustainable Development.
